Nov. 7, 2017, featuring an ITE webinar on the national SPaT challenge, and discussions from the local practitioners on the Cary SPaT project, a first in North Carolina. The SPaT Challenge Webinar
The Signal Phase and Timing (SPaT) Challenge is a challenge to state and local public sector transportation infrastructure owners and operators to cooperate together to achieve deployment of DSRC infrastructure with SPaT broadcasts in at least one corridor or network (approximately 20 signalized intersections) in each of the 50 states by January 2020
ITE will have a free webinar on the SPaT Challenge from 12PM to 1:30PM on Tue. 11/7/2017. The webinar will be hosted by the Town of Cary, as the first part of the NCSITE SSUG Lunch and Learn.
The Cary SPaT Project
NCDOT accepted AASHTO’s SPaT Challenge in early summer of 2017 and committed to have the infrastructure in place and operational by the end of 2017. In order to meet this aggressive schedule, NCDOT selected NC 55 in Cary for SPaT implementation due to the existing signal equipment, fiber optic communications infrastructure, and central management software. Aegis ITS (Econolite) was awarded the contract in late July 2017 and the project is well on its way to be completed by end of December 2017 barring any major obstacles.
During the second part of the Lunch and Learn from 1:30PM to 2:00PM, representatives from the Town of Cary, NCDOT, and Econolite will provide a brief overview of the SPaT deployment in Cary, NC.
Wesley Vo, PE, is the Town of Cary’s Traffic Signal System Supervisor. Wesley and his professional staff manage the Town’s Advance Traffic Signal System since its initial deployment in 2005. He graduated from NCSU in 1993 and started working with NCDOT for 12 years. He was a Senior System Timing Engineer before joining the Town of Cary.
Mohd Aslami, PE is the NCDOT State ITS & Signals Management Engineer, and is the Department’s project manager for the SPaT Challenge project. Mohd started his career with NC DOT in 1993 and has served in different capacities in signing & delineation, ITS, signals, and operations. Mohd and his team deliver projects that build up and built out state’s ITS and Signals system infrastructure, and provide field support to all 14 highway divisions. Mohd has a B.S. degree in Electrical Engineering from Worcester Polytechnic Institute. He is a registered professional engineer and a Certified Public Manager.
Jon Ringler, PE, is a Vice President of Econolite Systems. Jon served as the project manager for the recently Cary Signal System Upgrades project, and currently manages Aegis ITS’ (Econolite) local consultant services for the Cary SPaT deployment and system integration.

The campus is downtown on North Academy Street near the railroad tracks. It includes the Herbert C. Young Community Center, Page-Walker Arts & History Center, and Town office buildings at 316 N Academy St. and 120 Wilkinson Ave.
- 316 N Academy St. houses most of the Town’s departments: Administration, Finance, Human Resources, the Town Manager’s Office, the Town Attorney’s Office, the Town Clerk’s Office, Inspections & Permits, Parks, Recreation & Cultural Resources, Planning, Development Services, Water Resources, and Transportation & Facilities.
- 101 Wilkinson Ave. is the location of the Herbert C. Young Community Center.
- 119 Ambassador Loop is the location of the Page-Walker Arts and History Center.

Getting to Town Hall from Outside Cary
From Interstate 40 West
Take exit 290 onto N.C. 54/Chapel Hill Road. Turn left and continue west for two miles on Chapel Hill Road until you reach North Academy Street. DO NOT TAKE NC Highway 54 when it turns right. Stay on Chapel Hill Road until it intersects with North Academy Street. Turn left onto Academy Street and turn left again just before the railroad tracks onto Town Hall campus.
From Interstate 40 East
Take exit 287 onto North Harrison Avenue. Continue south on North Harrison about three miles to Chapel Hill Road. Turn left at the traffic light. Go one block to North Academy Street and turn right. Turn left just before the railroad tracks onto Town Hall campus.
From I-440 North
Exit at Hillsborough Street and follow Hillsborough Street to Chapel Hill Road. Follow it to the intersection of North Academy Street and turn left. Turn left again just before the railroad tracks onto Town Hall campus.
From I-440 South
Follow the “Shopping Centers/Walnut Street” exit and turn left onto Walnut Street. Follow Walnut Street to where it intersects with Maynard Road and turn right. Go to East Chatham Street and turn left. Follow East Chatham Street to North Academy and turn right. Go across railroad tracks and turn right onto Town Hall campus.
From US 1 and 64
Take I-40 West and Airport exit. Follow I-40 West to exit 290. Take exit 290 onto N.C. 54/Chapel Hill Road. Turn left and continue west for two miles on Chapel Hill Road until you reach North Academy Street. DO NOT TAKE HIGHWAY 54 when it turns right.
