VHB’s Raleigh Team Continues to Expand
VHB continues to add talent to our growing Raleigh team to better serve our clients. We are happy to welcome Roger Thomas, Lauren Blackburn, and Elyse Mize to VHB, in addition to eight new passionate transportation professionals.

Roger Thomas, PE, Senior Project Manager, has more than 28 years of transportation design and project management experience with the North Carolina Department of Transportation (NCDOT) and has joined VHB’s roadway design group. He recently served as NCDOT’s Assistant State Roadway Design Engineer, where he managed, directed, administered, and provided technical supervision to the Roadway Design Unit.
Lauren Blackburn, Senior Project Manager, brings her 13 years of expertise to a variety of transportation, planning, and research projects. Her areas of interest are in bicycle and pedestrian transportation, comprehensive planning, roadway safety, and community health. Prior to joining VHB, Lauren served as the director of NCDOT’s Division of Bicycle and Pedestrian Transportation.
Elyse Mize is an Environmental Planner with seven years of experience in project management and environmental analysis for restoration, development, infrastructure, and transportation projects. She has supported the development of Environmental Impact Statements, Environmental Assessments, and policy and guidance documents for multiple Federal agencies, including the U.S. Department of Housing and Urban Development, U.S. Environmental Protection Agency, the Federal Aviation Administration, U. S. Fish and Wildlife Service, U.S. Department of Energy, Surface Transportation Board, Federal Emergency Management Agency, and the U. S. Department of Agriculture.
Additional new VHB team members recently welcomed in Raleigh include:
Richard Brown, Safety Analyst, is a safety professional with accumulated experience in project management and software development, training, network, and both user and desktop support.
Joshua DeFisher, Safety Analyst, joins VHB with nine years of experience in the fields of highway safety and education, including five years with the North Carolina Governor’s Highway Safety Program where he focused on highway safety planning.
Zachary Hallock, Transportation Planner, recently joined VHB with two years of experience in Travel Demand Modeling. His diverse experience includes traffic engineering, forecasting, complete streets, and campus planning, as well as GIS and tolls.
Ian Hamilton, Transportation Planner, joined VHB full-time after serving as an intern in the Transportation Planning Group. In addition to transportation planning, he specializes in the visualization of spatial datasets using GIS and geodatabase construction.
Tim Harmon, Highway Safety Project Manager, specializes in highway safety data collection and management, safety analysis, safety evaluations, and state safety programs. He has experience in all aspects of state Highway Safety Improvement Program and Strategic Highway Safety Plan development and implementation.
Liz Lawes, PE, Project Engineer, recently transferred to VHB’s Raleigh office after six years in VHB’s Vermont office. Liz excels at plan development, bridge inspection, load ratings, and design. She has provided engineering, design, and management on a variety of structural projects, including Accelerated Bridge Construction.
Eddy Mumpasi, Roadway Designer, joined VHB with seven years of experience in roadway design, assisting in quantity calculations and plans preparation. He has performed functional, preliminary, and final roadway design tasks including developing typical sections, horizontal, vertical alignments, and cross sections.
Eric Tang, Senior Highway Safety Engineer, recently joined VHB as a transportation policy, planning, safety, data, and engineering specialist with more than a decade of experience working with federal, state, and local agencies on program management, traffic safety, strategic planning, and traffic operations initiatives.
